- The applicant’s parents are employees of the Bihar State Government or PSU of the Government of India.
- Candidates whose parents are employees of the pre-partition Bihar government, whose department has not yet been separated, and who continue to work in the Bihar/Jharkhand region.
- The parents of the contestants are central government officials who live in Bihar.
